Veolia Mulwaree Trust grant guidelines and information to assist with completing online applications 

Grants are for a specific purpose and subject to GST. Grant applications may cover a wide range of projects which comply with the Veolia Mulwaree Trust’s community grants guidelines. There are no minimum or maximum amounts an organisation may apply for as each application is assessed on its individual merits. It is recommended that prospective applicants view previous successful Veolia Mulwaree Trust grant funding published on this website as a guide to the organisations and projects which are likely to be successful.

Only one grant application or one donation application from an organisation will be accepted in any one funding round. An organisation can only be the recipient of one grant or one donation at any one time.

Objective of the Veolia Mulwaree Trust 

The objective of the Veolia Mulwaree Trust is to provide Grant Funding and Donations for the benefit of the community of the former Mulwaree Shire Council area, or a community within a Council area immediately surrounding or adjoining former Mulwaree Shire Council area in Southern NSW. The Veolia Mulwaree Trust specifically covers the local government areas of Goulburn Mulwaree Council, former Palerang Council, Upper Lachlan Shire Council, Oberon Council, Wingecarribee Shire Council, Wollondilly Shire Council and Shoalhaven City Council.

NB: For those Council areas recently effected by amalgamations (Palerang) the Veolia Mulwaree Trust will continue to service community organisations located within the former and existing Local Government Areas as outlined above.

Who Can Apply

Applications will be accepted from legally constituted, non-profit community groups or organisations. Examples include:

  • Local Councils
  • Community Health Service
  • Voluntary Emergency Service Organisations
  • Sporting and Recreation Groups
  • Schools and Preschools
  • Churches
  • Community Associations
  • Registered Charities

Unincorporated organisations may apply for grant funding if the application is auspiced by a legally constituted not-for-profit entity which would receive the funding on its behalf and be responsible to ensure funds are used as specified in the funding agreement.

Successful grant recipients will be ineligible to apply to the Veolia Mulwaree Trust for a period of 24 months from the date of the signed funding agreement. Successful donation recipients will be ineligible to apply for funding for 12 months. Organisations which are unsuccessful may reapply at any time, providing the application is updated and current, unaltered applications are unlikely to be reconsidered.

Priority will be given to organisations which have not previously received funding from the Veolia Mulwaree Trust

Guidelines for Grant Applications.

1.                            ELIGIBLE AND INELIGIBLE CRITERIA FOR GRANT APPLICATIONS

  1. Projects which meet the objective of the Veolia Mulwaree Trust and comply with the guidelines.
  2. Organisations and projects with a clear community-based orientation.
  3. Projects located within, or for the specific benefit of, communities in the local government areas of Goulburn Mulwaree, former Palerang, Shoalhaven City, Oberon, Wingecarribee Shire, Upper Lachlan Shire and Wollondilly Shire.
  4. Capital works projects, i.e. projects with life expectancy of 10+ years.

 

                     

  1. Projects or capital works on private land.
  2. Organisations requesting 100% of the project cost.
  3. Applications to fund general maintenance or replacement through normal wear and tear, eg painting, roof repairs.
  4. Recurrent projects, i.e. requests for running costs, projects requiring an annual or ongoing funding contribution.
  5. Applications to fund programs, events, advertising, wages, salaries, studies or consulting fees.
  6. Funding for computer hardware, software, web sites or associated items.
  7. Funding for travel, accommodation, catering or associated items.
  8. Applications for services and operations that would normally be the responsibility of other government bodies, or which duplicate existing services.
  9. Projects that relate to a business or business group that generates a profit.
  10. Applications for the purpose of fundraising for a secondary beneficiary, or grant-making program.
  11. Applications for retrospective funding for projects which have commenced or been completed.
  12. Applications from organisations or project sites which have received grant funding from the Veolia Mulwaree Trust in the previous 24 months from the date the funding agreement is signed.

2.   APPLYING FOR GRANT FUNDING

2.1     Grant funding applications must be submitted on the current Grant Application Form (Link located at top left of page) All sections of the application form must be completed and all requested supporting documentation attached. Attachments emailed to the Veolia Mulwaree Trust office after the close of round will not be accepted and will result in the application being deemed ineligible for that round. 

2.2     Prospective applicants are encouraged to contact the Veolia Mulwaree Trust office to discuss their application prior to submission. Applicants should also review previously funded projects listed on the Trust’s website as a guide to what is likely to be successful.

2.3     Unincorporated community groups may apply for grant funding if the application is auspiced by a legally constituted not-for-profit entity which would receive and manage the funds. The auspicing organisation will take responsibility for ensuring the funds are used as specified in the funding agreement.

2.4     A letter of support from the public authority responsible for the land or property must be provided where the applicant does not own the project site.

2.5     Organisations which contribute to the project through their own fundraising efforts and/or through successfully obtaining funding from other sources will be highly regarded. Written confirmation of co-funding, detailing the source, nature and amount of the contribution, must be attached before an application can be approved.

2.6     The Veolia Mulwaree Trust may request further information and/or an inspection of the project site during the assessment process.

2.7     The application must be authorised by the organisation’s senior office holder, i.e. the President/Chairperson/Principal/General Manager, as well as one other authorised office holder. In instances where an applicant has an auspicing organisation the application requires authorisation of both heads of the organisations.

3.    REQUIRED SUPPORTING DOCUMENTATION

3.1    Supplementary information - Supplementary information such as photos, plans etc may be attached. If project is on land or premises not owned by applicant organisation, the public authority responsible for the land or premises must provide written support of the application.

3.2    Quotations - A minimum of two current quotations for each item listed in the project budget must be attached to the application. Quotations must be from different suppliers and must be comparable, i.e. for the same item or work. The preferred supplier for each item should be noted in the project budget and on the quotation. Please note: Applications submitted without current and relevant quotes will be deemed ineligible for that round. Quotes submitted after the round is closed will not be accepted and will result in the application being deemed ineligible for that round.

3.3    Funding from other sources - Written confirmation of co-funding, detailing the source, nature and amount of the contribution, must be attached. Please note: all contributing funds must be approved at the time of close of grant round.  

3.4    Development Applications - Applications for capital works projects must be accompanied by an approved Development Consent from Council, or written confirmation from Council that consent is not required.

3.5    Insurance - Applicants are required to have a minimum Public Liability Insurance cover of $5 million.

3.6    Letters of support - Letters of support from organisations which will benefit from or support the project may be attached.

3.7    Legal status - Documentation of the applicant organisations, or auspicing organisations, legal status must be attached. Exemptions apply to Authorised Government Agencies such as schools, hospitals, marine rescue and rural fire brigades. Please check with the Veolia Mulwaree Trust office if you are unsure prior to submitting your application.

4.   ASSESSMENT PROCESS

4.1    On lodgement, applicants will receive an email of receipt and application reference number.

4.2    Applications are initially assessed in accordance with these guidelines. Applications will be deemed inelible where they are incomplete or do not meet the eligibility criteria.

4.3    Eligible applications will be tabled at a Veolia Mulwaree Trust meeting for consideration. All applicants are advised in writing of the outcome of their application. The Veolia Mulwaree Trust retains the discretion to fund projects as it sees fit and any decision will be final. No correspondence will be entered into.

5.   GRANT FUNDING PROCESS

5.1    Successful grant applicants will be required to sign a Funding Agreement (Contract) issued by the Veolia Mulwaree Trust to ensure that both parties are clear about how the money will be spent and outcomes to be achieved. Grants will be progress paid according to agreed milestones. Projects must not commence until the Funding Agreement has been signed. Payment cannot be made for costs incurred prior to the date that the Funding Agreement has been signed.

5.2    Successful grant applicants are required to issue the Veolia Mulwaree Trust with a tax invoice for the full grant amount and to attend a cheque presentation to be held in Goulburn.

5.3    Grant recipients are required to provide a Project Report and Grant Acquittal to the Veolia Mulwaree Trust at the completion of the project.

NAVIGATING (MOVING THROUGH) THE APPLICATION FORM

On every screen (page of the form) you will find a Form Navigation contents box, this links directly to every page of the application. Click the link to jump directly to the page you want.

You can also click 'next page' or 'previous page' on the top or bottom of each page to move forward or backward through the application.

SAVING YOUR DRAFT APPLICATION

If you wish to leave a partially completed application, press 'save' and log out. When you log back in and click on the 'My Submissions' link at the top of the screen, you will find a list of any applications you have started or submitted. You can reopen your draft application and start where you left off.

You can also download any application, whether draft or completed, as a PDF. Click on the 'Download' button located at the bottom of the last page of the application form.

SUBMITTING YOUR APPLICATION

You will find a Review and Submit button at the bottom of the Navigation Panel. You need to review your application before you can submit it.

Once you have reviewed your application you can submit it by clicking on 'Submit' at the top of the screen or on the navigation panel. You will not be able to submit your application until all the compulsory questions are completed.

Once you have submitted your application, no further editing or uploading of support materials is possible.

When you submit your application, you will receive an automated confirmation email with a copy of your submitted application attached. This will be sent to the email you used to register.

If you do not receive a confirmation of submission email then you should presume that your submission has NOT been submitted.

ATTACHMENTS AND SUPPORT DOCUMENTS

You may need to upload/submit attachments to support your application. This is very simple, but requires you to have the documents saved on your computer, or on a storage device.

You need to allow enough time for each file to upload before trying to attach another file. Files can be up to 25MB each; however, we do recommend trying to keep files to a maximum of 5MB – the larger the file, the longer the upload time.

COMPLETING AN APPLICATION IN A GROUP/TEAM

A number of people can work on an application using the same log in details as long as only one person is working at a time. Ensure you save as you go.
